They were set up in 1977 with an LEAA Grant-Law Enforcement Assistance Agency. Even though they received federal funds and are bound by anti-discrimination laws, in their entire history, as best as I can determine, they have not certified even one black person as a Document Examiner. I have written to my Congressman-Robert Andrews in an effort-one-confirm this and two-takes steps to correct. I have also informed the IAI(International Association for Identification), my organization of this.&lt;/p&gt;

&lt;p&gt;My goal is to set up college degree programs in this field that would be available to any interested student, regardless of race or creed.&lt;/p&gt;
